The above referred individual is incarcerated at our facility. During his stay here he has acted according to the rules and regulations as set down in policy.
I understand that inmate Foster has been recommended for parole by the Pardon and Parole Board. With this recommendation, I would like to encourage you in your decision to sign his parole certificate. Mr. Foster has worked diligently as a student in our Substance Abuse Educational Program. He has assisted in the restructuring of the program data and updating of information pertinent to this program. As he has maintained a clean record and has been of assistance while incarcerated.
