[HARMRED] Syringe access and community health centers

In NYS, at least a few of the CHCs/FQHCs are registered as NYS ESAP (Expanded Syringe Access Program) providers.  This authorizes their staff to dispense up to 10 syringes at a time.  Latest NYS provider directory not available yet, though.     - J
