I've known and worked with several people on the staff for more than 10
years now, from the time they were doing things like setting up the Russian
Harm Reduction Network, doing underground exchange in Moscow, organizing
people who use drugs around the country, and starting Russia's first
naloxone distribution projects. Even the name of the organization
recognizes our friend Andrey
Rylkov<http://en.rylkov-fond.org/who-is-andrey-rylkov/>,
one of the best outreach workers I've ever met, a major figure in Russian
harm reduction and a founder of Front AIDS (which was sort of the ACT UP of
Russia). ARF was founded as international funding for harm reduction in
Russia dried up and as the government became increasingly hostile, and
they're now one of the last groups fighting for drug user health and rights
in Russia. Just recently the Federal Drug Control Committee shut down ARF's
website<http://www.hrw.org/news/2012/02/08/russia-government-shuts-hiv-prevention-group-s-website>
for
its advocacy of methadone and buprenorphine access, which is illegal in
Russia.
