Seeking Feedback on Regional Sublists

Early this year, I sought feedback from members of the rapid-response-team on how best to divide up the nation for purposes of regional rapid-response-team sublists. Because our work has not been heavily focused on state legislation, and because most of the states for which we have been tracking state information have been covered, the project wound up being put off. But now we are working on setting up all the remaining regional lists. Following is the division as it currently stands. I am posting this to the list to ask for your suggestions for any desirable modifications to the list, whether that means moving some states to different lists from where they are now, renaming any of the lists, or creating any new lists. We greatly appreciate your input. There is no perfect way to divide up the states, so we may or may not wind up taking any particular suggestion. But we will carefully consider all of them. Here is the list as it currently stands:

DRC-NE (New England)
Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont
DRC-MIDATL (mid-Atlantic)
Delaware, District of Columbia, Maryland, New Jersey, New York, Pennsylvania, Virginia, West Virginia
DRC-SE (southeast)
Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee
DRC-MIDWEST
Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Ohio, Wisconsin
DRC-SW (southwest)
Arizona, Oklahoma, Nevada, New Mexico, Texas, Utah DRC-WEST Colorado, Kansas, Nebraska, North Dakota, South Dakota, Wyoming
DRC-PACIFIC
Alaska, California, Hawaii, Idaho, Montana, Oregon, Washington
DRC-TRUSTS
Guam, Puerto Rico, Virgin Islands (Could someone who is knowledgeable send us a list of all the US trusts?)
DRC-INTL
(International. It's not that we think the US is the center of the world; it's just that most of our work, and all of our rapid-response work so far, has been US. But we'd like to be able to help out our allies abroad if the opportunity comes up.)
